After Bismarck, Theobald von Bethmann-Hollweg was the most important Chancellor of the German Empire. His reign (1900 - 1917) began with a phase of external splendor and ended in the First World War, the major catastrophe of the 20th century. Wilhelmine Germany was barely governable internally and, not least because of its unsteady world politics, was"encircled"from the outside.
